kiawin pointed me to meebo.com, and after testing it, i am really impressed.
the site uses Ajax, and attempt to allow usage of 4 different IMs (yahoo, msn, ICQ/AIM and GTalk/Jabber) all using only web browser. Yes, only web browser (in my case, Firefox under linux). Then you can start typing happily using IM texts without any client installations. To hardcore client users, meebo is of course too simple. It only sends and receives texts. But it you look at the utilization of Ajax and web 2.0 technology, the future is really gonna be promising (i am optimist).
take a look, and do give them feedback if you have suggestion.

well, there are always ways to find loopholes here and there. But again, rules are there for their own reasons... just hope that we are not going against the rules for our own purposes.
i think lately meebo had already improved and changed. am myself not really a user, since i have my loyal GAIM serving still :)
